What this is for

Cell MY helps decide which land parcels are worth proposing as new tower sites. It puts the parcels you control (today, the MAIS tanah wakaf register) on the same map as every known cell in Malaysia, scores each parcel for how attractive a tower there would be, and produces something you can take into a meeting.

The workflow

  1. See where coverage actually is. Every dot is a cell from OpenCelliD, coloured by operator. Use the Telco and Radio tick boxes to isolate one operator or one technology. Turn on Cell range discs (zoom 10 and closer) to see each cell's estimated reach rather than just its position.
  2. Find the holes. Turn on Coverage gap. The grid shades Selangor and KL by distance to the nearest cell. Pick an operator in the dropdown beside it to see that operator's holes rather than everyone's combined. Dark patches over kampung and estate areas are where a tower has something to sell.
  3. Look at your land. Candidate sites shows the MAIS parcels; Highlight MAIS plot area draws each one at its real size from luas ekar. Tap a parcel for its lot number, mukim, district, area and current land use.
  4. Let it rank them. Turn on Rank parcels by suitability. Every mapped parcel gets a score out of 100 and a one-line reason. Filter by district, by operator (parcels where that operator is weak), by minimum score and by minimum size. Tap a row to fly there.
  5. Plan the tower. Press + pin on a candidate, or paste a coordinate, or drop a pin on the map. Adjust power, antenna height, frequency and environment, and the rings show the modelled reach. The panel counts how many existing cells of each operator already sit inside that reach.
  6. Take it away. Export CSV for the numbers, Print report for an A4 one-pager with the map and the table.

Reading overlap against the operators

Two questions matter, and the tool answers them differently.

"Who is already here?" Drop a pin and read the per-operator counts in the pin panel. Those are actual cells inside your modelled coverage, counted from the tile data, so they do not change with zoom. Many cells from one operator means that operator has no reason to rent from you. Few or none means they might.

"Where is nobody?" Use Coverage gap with a single operator selected, and compare by switching operators. A parcel dark for three operators at once is the strong case: a tower there could carry more than one tenant, which is what makes it a business rather than a favour.

How the score is built

Weights, largest first: tenancy (how many operators are weak here), gap (distance to the nearest cell), redundancy (penalty if a mast is already on the parcel), demand (whether anyone lives within reach), size and land use. A tower company earns from tenants, so tenancy leads.

What it cannot tell you

The score is a shortlist that saves survey time. It is not a decision. It knows nothing about terrain or line of sight, power, fibre or microwave backhaul, road access for a crane, flood risk, MCMC and local-council setbacks, or whether MAIS will actually lease that lot.

Two data caveats worth carrying into any meeting. Cell positions come from OpenCelliD, which is crowdsourced, so it is strong for the large operators and thin for the small ones: Yes and unifi are reported but deliberately excluded from scoring, because their absence reflects who carries a mapping app rather than where the network reaches. And 333 of the 677 MAIS parcels carry no coordinates in the register, so they cannot be mapped or scored at all until MAIS supplies them.
